Description
The City of El Mirage is seeking proposals from qualified firms to provide rotational emergency and non-emergency police towing services, including removal of disabled, wrecked, abandoned, stolen, unlawfully parked, impounded, evidentiary, and confiscated vehicles. The scope includes towing, vehicle recovery, roadside assistance, site cleanup, vehicle removal, storage, release processing, recordkeeping, billing, and customer support. Services will be provided on an as-needed basis, with no minimum volume guaranteed. The selected contractor must provide compliant light-, medium-, and heavy-duty towing equipment, including at least one light-duty truck and one medium- or heavy-duty truck, with at least one flatbed. Contractors must maintain secure storage facilities within a 15-mile radius of the El Mirage Police Station, provide 24-hour dispatch and response capability, meet specified response times, maintain video surveillance and vehicle records, and comply with Arizona licensing, inspection, personnel, and safety requirements. The City will establish fixed maximum rates and intends to award one primary contract and two alternate contracts.
