Description
The Department of Veterans Affairs is soliciting a certified Service-Disabled Veteran-Owned Small Business to provide comprehensive inspection, testing, preventive maintenance, monitoring, and repair services for fire alarm, fire protection, and fire sprinkler systems. The scope covers approximately 12,000–12,313 devices across Palo Alto, Menlo Park, Mountain View, Sunnyvale, and Livermore VA facilities, including 24-hour/7-day emergency coverage with a maximum four-hour on-site response time, unlimited service calls, central-station monitoring, device barcoding and inventory, scheduled NFPA and Joint Commission testing, reporting, deficiency correction, and a five-year internal sprinkler inspection during Option Year 4. The contractor must furnish labor, tools, materials, and parts; maintain local field-service representatives; provide NICET Level 2-certified technicians and certification evidence; perform work in accordance with applicable NFPA, OSHA, California, VA, and Joint Commission requirements; and submit technical capability, past-performance, and price information. The quote must include a completed SF 1449, completed price schedule, required representations and certifications, a completed limitations-on-subcontracting certification, technical qualifications and certifications, and two to five recent and relevant past-performance references. The resulting contract is firm-fixed-price with a one-year base period and four one-year option periods.
