Description

The U.S. Coast Guard requires repair of the floating pier at Station Umpqua River. The contractor must provide all personnel, equipment, and tools to repair and install new wooden whalers, through rods, associated hardware, and roller hoops for the floating pier. The procurement is a firm-fixed-price purchase order under NAICS 237990, Other Heavy and Civil Engineering Construction. A mandatory site visit is required. Proposals must be submitted on Standard Form 1442 with a detailed firm-fixed-price breakdown separating mobilization, site preparation and demobilization, materials and equipment, and direct labor. The technical proposal may not contain pricing and must describe the technical approach, resources, management techniques, inspection, repair, removal, project schedule, site cleanup, and demobilization. The complete submission is limited to six pages: one cover page, a two-page pricing quotation, a two-page technical proposal, and one page of references. Technical capability is significantly more important than price, while past performance is less important than price. The amendment extends the proposal deadline to September 16, 2026, at 3:00 p.m. Pacific Time; all other requirements remain unchanged.
