Description
The City of Avondale is seeking a qualified nonprofit subrecipient to administer its First-Time Homebuyer Assistance Program for income-qualified first-time homebuyers purchasing eligible homes within the city. The program is funded through the U.S. Department of Housing and Urban Development HOME Investment Partnerships Program, program income, recaptured funds, and matching funds. Assistance may cover down payments, closing costs, and principal reduction, with total assistance generally ranging from $1,000 to $40,000 per homebuyer. The selected provider will manage the full program lifecycle, including application intake and eligibility screening, HUD-compliant underwriting, homebuyer education and counseling, environmental review coordination, property inspections, lead-based paint compliance, lender and closing coordination, execution and recording of subordinate security instruments, reimbursement documentation, affordability monitoring, outreach, record retention, reporting, and quality assurance. The program targets households at or below 80% of area median income and requires administration in accordance with applicable HOME regulations and federal requirements.
