The U.S. General Services Administration, in partnership with the National Aeronautics and Space Administration, is conducting a two-phase design-build procurement for the Engineering and Mission Operations Facility N278 at NASA Ames Research Center. The project includes demolition of existing facilities, removal and environmental closure of two underground fuel tanks and associated infrastructure, site improvements, and construction of a new multifunctional facility of at least 30,292 gross square feet containing offices, technical laboratories, meeting and collaboration areas, and mission-support functions. The estimated design and construction value is $46 million to $56 million. This Phase-One solicitation requests qualification proposals and will shortlist no more than three firms for Phase Two. Phase-One proposals must include a technical proposal addressing general-contractor and architect-engineer experience and past performance, an integrated design-build delivery approach, and lead-designer qualifications. Offerors must also submit evidence of at least $56 million in single-project bonding capacity, required proprietary information agreements, and other applicable administrative information. A project labor agreement price proposal and other pricing information are reserved for Phase Two; offerors selected for Phase Two will receive detailed instructions for the design concept, technical approach, key personnel, schedule, management approach, and pricing submissions. The Government intends to provide a $100,000 stipend to each unsuccessful Phase-Two offeror that submits a responsive proposal.
