Description
The City of Golden is requesting proposals from qualified firms or consultants to develop a comprehensive Housing Action Plan in accordance with Colorado Revised Statutes § 24-32-3705. The work includes reviewing housing needs assessments and related plans, codes, policies, studies, and reports; collecting and analyzing housing and demographic data; conducting inclusive public outreach and engagement; and producing a comprehensive, accessible Housing Action Plan with detailed analysis, charts, and maps as applicable. The plan must address statutory requirements including housing needs, zoning and density, affordable housing production and preservation, displacement risk, transit-oriented housing opportunities, public engagement, intergovernmental coordination, and recommended legal or policy changes. The consultant must also analyze historic housing barriers, including race-based covenants, exclusionary zoning, and redlining; review existing housing-support programs and services; analyze the Affordable Housing Trust Fund and Economic Incentive Fund; develop three affordable housing strategies and one displacement mitigation strategy; and provide a mechanism for future plan updates. Proposals must include relevant qualifications and experience, a proposed workflow and timeline, and total costs and expenses.
