Description
The City of Lakewood is seeking a qualified consultant to conduct an objective evaluation of its Backflow Prevention Program, which currently tracks approximately 350 backflow preventers in the City's water service area. The scope includes a mix of residential and commercial devices, including domestic and fire-suppression backflows, and requires review of current ordinances, policies, procedures, staffing, technology, records, device inventory, regulatory requirements, and industry practices. The consultant must compare City-administered and outsourced service-delivery models using cost, regulatory compliance, customer service, operational efficiency, staffing, risk, scalability, and long-term financial sustainability criteria. Required work includes a recommendation supported by quantitative and qualitative analysis, cost-benefit and risk analyses, a decision matrix, and a detailed implementation plan. The City confirmed that the selected firm may both assist with the recommendation and provide outsourcing services if that model is selected, with program implementation planned to begin January 1, 2027. Deliverables include a project management plan, existing-program assessment, alternatives analysis and recommendation report, cost analysis and financial comparison, final implementation plan, executive presentation, and electronic copies of reports, supporting data, and editable documents.
