Description
The California Department of Parks and Recreation, Oceano Dunes District, is soliciting proposals for avian predator specialist services at Oceano Dunes State Vehicular Recreation Area. The contractor will monitor predator activity across approximately 5,000 state-managed acres, evaluate threats to nesting Western Snowy Plovers and California Least Terns, live-trap, band, and relocate problem avian predators, assist with predator tracking and hazing, and coordinate with State Parks staff, USDA Wildlife Services contractors, and other project personnel. The contractor must furnish labor, transportation, equipment, traps, materials, and required smartphone applications, provide emergency response, attend meetings, assist with staff training, and maintain field records and reports. The work supports the 2027, 2028, and 2029 breeding seasons, approximately March 20 through September 10 each year, with at least 30 hours per week of monitoring during the season. Proposers must demonstrate specified permits or progress toward obtaining them, relevant predator-management experience, proficiency with listed trapping devices, and at least three similar references. The proposal must include a work plan and schedule, project personnel details, references and experience documentation, and a detailed three-year cost proposal, along with the required State forms and certifications. Proposals are evaluated on work plan and proposal quality, experience and technical merit, and total cost, with a minimum score of 70 out of 100 required.
