Description
Larimer County seeks a registered oil and gas operator to plug and cap 50 orphaned wells, including mobilization, well plugging and abandonment, wellhead cutting and capping, backfilling, flowline removal or abandonment, production-equipment decommissioning, debris removal, and proper disposal of liquid and solid exploration and production waste. The work also includes required notifications, ECMC permitting and forms, sampling and soil analysis, daily reporting, site cleanup, and coordination with engineering, environmental, and project-oversight consultants. Proposals must address the operator’s qualifications, relevant project references, resources and equipment, subcontractors, staffing, compliance record, health and safety plan, quality assurance and quality control, pricing, and insurance capability. The agreement is for one year, with up to four additional one-year extensions at the County’s option. Two electronic proposal files are required: one original and one redacted proposal, each submitted as a single PDF through the designated procurement portal; the original proposal is limited to 50 pages.
