Description

Central Piedmont Community College is soliciting proposals for comprehensive parking facilities management under an Agency Specific Term Contract. The selected vendor will operate and manage parking facilities across four parking decks and eleven surface lots, including parking operations, fee and citation administration, enforcement, vehicle immobilization and towing coordination, motorist assistance, special-event support, reporting, customer service, and maintenance of parking equipment. Routine operations are concentrated at Central Campus, with services at suburban campuses and centers provided as needed. The vendor must provide an on-site manager, sufficient qualified personnel, two utility service vehicles, communications equipment, and deployment and removal of temporary traffic-control devices. The vendor will also be responsible for minor routine repairs, subject to a $10,000 annual aggregate cap, and an initial facilities condition assessment due within 30 business days of contract award. A major requirement is a turnkey modernization from physical permits to a fully digital parking credentialing solution. The vendor must procure, implement, operate, maintain, support, license, and price all required hardware, software, integrations, training, and lifecycle components. The solution must support authorization and enforcement, approximately 18,500 registered vehicles per semester, online citation payments, reporting, cybersecurity, U.S.-based data storage, encryption in transit and at rest, records retention, and potential integration with the College's Colleague ERP system. The College does not prescribe a specific technology or enforcement model; respondents may propose gate-controlled, free-flow, LPR, or other approaches. All services and technology costs are included in the fixed monthly fee, except optional power washing and power sweeping priced per square foot. The initial term is three years, with two additional one-year renewal options.
