Description
The Lexington-Fayette Urban County Airport Board is soliciting proposals for comprehensive parking management at Blue Grass Airport. The scope includes operation of the public parking garage and lots, valet parking, luggage cart services, customer service, staffing, transition planning, limited on-demand transportation within the parking facilities, facility cleanliness, snow removal, maintenance, revenue collection, reporting, and related ancillary services. The selected contractor must operate the facilities continuously, manage parking access and revenue control equipment, support customer-facing operations, and provide parking tickets, usage reports, accounting, and revenue reconciliation. Proposers must describe their airport and non-airport parking experience, operational and staffing plans, customer-service approach, transition plan, technology and systems integration, analytics and revenue-enhancement strategies, and financial compensation proposals. The proposal must include a five-year pro forma and proposed management fees; a capital investment plan is required only if the proposer offers technology with an associated cost. The agreement has a five-year initial term beginning July 1, 2027, with a possible mutually agreed three-year option term. The resulting contractor must provide a performance bond, letter of credit, or certified cashier's check equal to two months of projected gross revenue and maintain extensive insurance coverage, including general liability, workers' compensation, garage-keepers liability, automobile liability, crime or fidelity coverage, cyber liability, and umbrella coverage.
