Description
The Department of Veterans Affairs is soliciting a certified service-disabled veteran-owned small business to provide full-service valet parking and parking assistance for the Central Virginia VA Health Care System. Services include greeting and screening vehicles, issuing claim checks, parking and retrieving vehicles, securing keys, managing the parking assistance booth, providing wheelchairs and limited assistance to patients, supplying operational materials and signage, transporting employees between parking areas, and maintaining safe, efficient traffic flow. The contractor must support approximately 500–600 vehicles per day, maintain booth coverage during proposed operating hours of 7:00 a.m. to 6:00 p.m. Monday through Friday, provide uniforms and trained personnel, and meet specified vehicle turnaround standards. The contractor must provide supervision, staffing, training, incident and damage reporting, monthly operational reports, and contingency coverage. The solicitation requires a technical and management plan, past-performance information for up to three relevant contracts completed within the last three years, pricing for a base period and four option periods, a completed and signed SF 1449, and a completed VAAR 852.219-75 limitations-on-subcontracting certification. A Virginia insurance license and evidence of liability insurance are also required in the technical proposal. The contract is firm-fixed-price, with a base period from October 1, 2026, through September 30, 2027, and four 12-month option periods.
