The Department of Veterans Affairs is seeking a contractor to provide weekly transportation of processed cook-chill food from Hampton VA Medical Center to eight receptor facilities in Virginia and North Carolina. Deliveries must be completed within three working days, according to the specified Monday-through-Wednesday delivery schedule, with licensed drivers and compliance with food-handling, sanitation, and delivery procedures. The requirement includes returning empty pallets and bins to Hampton VA Medical Center within 14 working days and providing emergency transportation when needed because of inclement weather. The contractor must provide two 35- to 40-foot refrigerated trailers with electric standby capability, temperature monitoring and remote alert systems, refrigerated storage maintained between 28°F and 32°F, an electric pallet jack, pallet and bin handling, and vehicle sanitation before each pickup. Vehicles must include data-tracking sensors, web-based and email alerts, temperature reporting, straps and bracing, and approximately 10-foot electrical cords. The contractor must furnish a detailed written contingency plan, support route approval, and provide a clean, sanitary truck for inspection before award. The solicitation is for a firm-fixed-price requirements contract with a base period and four option years.
