Description
The U.S. Navy is seeking a contractor to relocate twenty government-owned Temporary Production Facilities, each approximately 12 feet by 40 feet, from Joint Base Charleston in Goose Creek, South Carolina, to Norfolk Naval Shipyard in Portsmouth, Virginia. Each unit weighs approximately 30,200 to 30,600 pounds per unit, plus ballast, and has four axles and a chassis. The contractor must provide all labor, materials, equipment, tools, transportation, supervision, lifting equipment, permits, route planning, secure hookups, en-route tracking, and on-site assistance necessary for the relocation. The contractor must have suitable heavy-haul equipment, address oversize and overweight transportation requirements, obtain military-base access and badging, provide required insurance and bonding information, and submit a detailed lift plan before delivery. The work is firm fixed price, with a stated period of performance from September 21, 2026, through November 5, 2026; all facilities must arrive no later than November 15, 2026. Quotes must include pricing, a completed and signed SF 1449, technical capability information, acknowledgment of amendments if applicable, confirmation of schedule compliance, a technical description, three performance references, and a small-business subcontracting plan.
