Description
Montgomery County's Office of Housing and Community Development is seeking professional, HUD-certified consumer credit counseling agencies to provide pre- and post-purchase homeownership counseling and financial literacy services for participants in the County's First Time Homebuyers Program and the Montgomery County Housing Authority's Housing Choice Voucher First Time Homebuyer's Program. Services include one-on-one HUD-certified credit counseling, budget and money-management planning, credit repair, homebuying and closing-process education, foreclosure prevention, and classroom workshops. Providers may deliver services at their own site, other County locations, or virtually, with a strong preference for daytime and evening availability at rotating locations and for accessible alternate formats, including services for non-English-speaking participants and persons with disabilities. The anticipated workload is approximately 10–15 new referrals per month, with about 50 workshop participants at any given time. The provider must supply course materials at no cost, track referrals and completion, provide completion verification, meet applicable PHFA and FHA/HUD guidelines, and report performance against counseling, financial-plan, credit-improvement, and homeownership-readiness metrics. The proposal must include a technical response, budget and cost proposal, organizational chart, relevant job descriptions, applicable licenses or certifications, the most recent audit report, counseling or classroom materials if applicable, references, and required County certifications and representations. The annual funding limit is $50,000, and the contract may run from January 1, 2027, through December 31, 2030, if all renewal options are exercised.
