Description
Montgomery County Department of Health and Human Services is seeking an independent evaluator to design and field consumer satisfaction surveys and complementary qualitative activities for residents receiving Drug and Alcohol/Substance Use Disorder treatment or recovery-related services. The work includes survey and interview/focus-group instrument development, provider outreach and coordination, accessible and trauma-informed data collection, analysis, provider-level and system-level reporting, presentations, and structured quality-improvement follow-up. The selected vendor must plan to reach at least 500 unique Montgomery County residents annually and produce an annual work plan, D&A crosswalk, quarterly activity reports, provider summary packets, an annual report, presentations, raw and summary data files, outreach logs, data dictionaries, codebooks, and supporting documentation. The proposal must address relevant behavioral-health experience, independence, staffing, lived-experience engagement, confidentiality and data governance, applicable Pennsylvania HealthChoices and D&A requirements, and the ability to protect sensitive information under HIPAA and 42 CFR Part 2. The contract is for one year beginning January 1, 2027, with up to four one-year renewals.
