Description
The Department of Veterans Affairs is soliciting a five-year firm-fixed-price, indefinite-quantity contract for demolition and asbestos abatement supporting repair and renovation projects at the East Orange and Lyons VA Medical Centers. The contractor must provide labor, materials, equipment, transportation, supervision, safety, quality control, management, personal protective equipment, work plans, schedules, and required regulatory submittals. Services are generally performed during normal business hours, with pre-approved off-hours and weekend work, and must support emergency call-ins 24 hours a day, seven days a week, with response within 30 minutes and on-site arrival within two hours unless otherwise directed. The work must comply with applicable infection-control requirements, New Jersey asbestos-abatement regulations, OSHA, EPA, and other applicable codes. The contractor must maintain required New Jersey licenses and permits, provide qualified asbestos personnel, manage asbestos waste transportation and disposal, and submit required plans, notifications, manifests, and quality-control documentation. The solicitation evaluates technical capability, past performance, and price; the technical submission includes a maximum five-page Technical Capability Statement, staffing and emergency-response information, a waste transportation and disposal plan, licensing and certification documentation, insurance documentation, and a completed pricing schedule. The procurement is a 100% set-aside for certified Service-Disabled Veteran-Owned Small Businesses. The minimum contract value is $10,000 and the maximum value is $2,000,000.
