Description

Ocean County College, acting as purchasing agent for the New Jersey County College Joint Purchasing Consortium, is seeking bids from New Jersey Board of Public Utilities-licensed electric suppliers to provide full-requirements, fully bundled electric generation supply service for participating county colleges. The procurement covers accounts in the PSE&G, JCP&L, and Atlantic City Electric territories, with estimated annual usage of approximately 74,000 MWh for primary-service accounts and 25,000 MWh for secondary-service accounts. Suppliers must provide firm service, unlimited monthly volume swing, and pricing for 12-month and 24-month options, with service beginning on the first meter-read date on or after August 1, 2027. The Consortium may select pricing by account tranche and may make one or multiple awards. The procurement uses a two-stage process. Bidders must first submit a qualifications package, including an active New Jersey Board of Public Utilities electric supplier license, signed proposal form, ownership disclosure, non-collusion affidavit, New Jersey business registration documentation, certificate of insurance, references, and comparable customer experience. Only qualified bidders may submit initial and best-and-final pricing by secure email. Pricing must include all required supply components, the consultant fee, and New Jersey sales and use tax, and may include an optional 100% Green-e-certified renewable-energy component. Physical hard copies of the qualifications package are required; electronic copies are not accepted.
