Description
The Washington State Office of the State Treasurer seeks one contractor for a statewide agreement providing merchant bankcard acquiring and processing services, credit and debit card acceptance, PIN debit, internet and hosted payments, mobile and API processing, ACH support, payment terminals and point-of-sale options, customer service, training, implementation, reporting, reconciliation, dispute handling, PCI DSS compliance, and settlement directly to state-designated qualified bank accounts. The solution must support diverse state agencies, boards, commissions, and participating community and technical colleges, including legacy systems, third-party processors, online, in-person, telephone, kiosk, mobile, and automated payment channels. The scope includes approximately 27 million annual transactions and $2.2 billion in annual payment volume, subject to change and not guaranteed. The proposal must address the detailed questionnaire and agency-specific requirements, provide pricing through the fee schedule, complete the bidder information, declarations, certifications, and assurances form, and submit required supporting agreements and documentation. Proposals are to be uploaded to a secure Box folder provided by the State after receipt of the mandatory notice of intent to propose, followed by an email notification to the RFP Coordinator. The initial service period is scheduled for September 1, 2027, through August 31, 2030, with up to four additional years of extensions.
