Description
MassAbility seeks one vendor to implement, develop, and maintain MassAbility Pay, a business-function-specific solution for participant purchases and reimbursements associated with service plans. The solution must support direct-to-vendor payments, participant reimbursements including ACH direct deposit, online and in-person purchasing, configurable approval workflows, spending controls, receipt and transaction documentation, reconciliation, reporting, fraud controls, administrative access, and participant and vendor support. The vendor must provide an ADA-accessible call center, English and Spanish support, training materials with closed captioning and ASL interpretation, WCAG 2.1 and Commonwealth accessibility compliance, and security controls requiring Massachusetts data and servers to remain in the continental United States with no access from outside the United States. The solution must be fully functional by February 1, 2027, support a 1,000-participant pricing scenario, and accommodate a procurement-period maximum value of $15 million. The procurement uses cost reimbursement for authorized purchases and reimbursements plus a 5% service fee; future case-management integration is contemplated through a separate procurement.
