Description
The City of Otsego is requesting proposals for primary banking services, including its main depository. The selected financial institution must be authorized to provide banking services in Michigan, qualify as a Michigan public-funds depository, have access to Federal Reserve services, and provide a secure web-based interface for transfers, wires, ACH transactions, direct-deposit files, and account reporting. The City may award all services to one institution or divide services among multiple qualified institutions. Mandatory services include checking and savings accounts, payroll direct deposit, ACH debit and credit services, positive pay, remote deposit capture using City-owned Epson scanners, electronic lockbox capture, online banking and reporting, online stop payments, overdraft protection, a safety deposit box, online wires and account transfers, ACH debit blocks, and customer service. Optional services include insured nightly sweeps, post-no-checks services, credit-card processing, procurement cards, safekeeping, and other beneficial financial services. The contract is for three years beginning upon execution, with a City option for a two-year extension. Proposals must address the required banking capabilities, provide five current local-government references, include financial and institutional information, describe implementation and conversion plans, and submit the required qualifications, non-collusion, and debarment forms.
