Submission Instructions
Description
The City of Galveston is soliciting proposals from eligible financial institutions to provide comprehensive banking depository services. The scope includes receiving deposits, paying items, wire transfers, stop payments, account reporting and analysis, electronic cash management, online transaction access, ACH processing, positive pay, controlled disbursement, lockbox and remote deposit services, reconciliation, investment sweeps, employee banking, and related treasury-management services. The selected institution must provide same-day credit for qualifying deposits, collateralize deposits exceeding FDIC insurance limits at 110% of market value, provide monthly collateral reports, and use a separate third-party safekeeping bank. Proposals must address qualifications, financial strength, service capabilities, pricing, transition and implementation, references, sample reports, safekeeping arrangements, and an emergency bridge-loan capability currently contemplated at $50 million. The agreement is described as a three-year term with two one-year renewal options, while the scope also states that the contract will expire on the fifth anniversary of execution or until a successor is selected.
