Description
The Illinois State Treasurer, for the Illinois Department of Revenue, is soliciting a financial institution to provide comprehensive electronic funds transfer services for state tax payments. The scope includes receiving and processing ACH debits and credits and Federal Reserve wire transfers; operating and maintaining a taxpayer IVR payment system; opening and maintaining a demand deposit account; providing ACH notification-of-change correction, account validation, fraud monitoring, debit-block, debit-filter, and positive-pay services; managing sweep investments and collateralization; and supporting wire transfers, treasury-management access, and earnings-credit account analysis. The contractor must provide extensive daily and monthly reporting, including bank statements, transaction details, ACH returns, NOCs, BAI files, TXT files, PDF reports, EDI 822 account-analysis files, and IVR activity. The proposal must include narratives addressing the respondent’s background, experience, implementation approach, service team, subcontractors, financial services, cybersecurity, insurance, diversity, corporate responsibility, Illinois presence, and references. Respondents must complete the proposed cost structure in Appendix J, the certifications and disclosures in Appendix K, and the minimum mandatory service requirements in Appendix L. The initial agreement term is four years, with extensions permitted up to a total term of ten years.
