Description
The City of Madera Engineering Department is seeking professional consulting services to develop a comprehensive Local Road Safety Plan (LRSP) covering all roadways within the city. The work includes reviewing five years of collision data; analyzing crash profiles, contributing factors, roadway characteristics, demographics, equity impacts, and systemic safety patterns; and developing a geospatial High Injury Network and safety-corridor analysis. The consultant will also develop engineering and non-engineering countermeasures, prioritize projects and strategies, prepare community engagement plans and multilingual outreach materials, conduct equitable public engagement, and produce administrative, public, final, and adopted LRSP documents with source files. The final plan must include a progress and transparency program, annual public reporting, and materials supporting City Council adoption. This is a qualifications-based selection for professional A/E services; cost proposals are not submitted at this stage, and compensation will be negotiated with the highest-ranked proposer. The stated total estimated budget is $423,150, consisting of $338,520 in federal funding and $84,630 in local matching funds.
