Description
The Department of the Air Force is soliciting a firm-fixed-price commercial service to provide all labor, licensed operators, hauling equipment, tools, safety equipment, supervision, transportation, and related resources necessary to remove approximately 1,300 cubic yards of stockpiled concrete and asphalt pavement debris. The contractor must load, cover, secure, haul, and legally dispose of the debris at an authorized off-base facility, with disposal receipts or weight tickets provided for each load. The solicitation identifies a maximum of 1,600 tons or approximately 130 loads, with unused loads deobligated. Work must comply with applicable federal, state, and local environmental requirements, as well as Wyoming Department of Transportation and Federal Highway Administration heavy-hauling and load-securing requirements. The contractor must prevent spills and runoff, promptly clean any spills, maintain required safety and quality-control plans, provide licensed operators with approved base access, and complete the work within 45 calendar days after award. Quotes must demonstrate understanding of the Performance Work Statement, relevant past performance involving concrete, asphalt, or similar debris disposal, and the ability to meet the required performance period.
