Description
The U.S. Air Force is soliciting a firm-fixed-price commercial service to safely load, haul, and legally dispose of approximately 1,300 cubic yards of stockpiled concrete and asphalt pavement debris, with a maximum limit of 1,600 tons or approximately 130 loads. The contractor must provide all labor, licensed operators, hauling equipment, tools, supervision, safety equipment, load covering and securing, transportation, and disposal services. Debris must be taken to an authorized off-base disposal site, and weight tickets or disposal receipts must be provided for each load or as required by the Performance Work Statement. The work must comply with applicable federal, Wyoming, local, Wyoming Department of Transportation, Federal Highway Administration, environmental, and safety requirements. The contractor must prevent and promptly clean up spills, protect a nearby protected waterway, and complete the removal and disposal within 45 calendar days after award. The solicitation is evaluated using a lowest-price technically acceptable approach, with technical acceptability requiring acknowledgment of the Performance Work Statement, regulatory compliance, the 45-day schedule, and relevant past performance involving concrete, asphalt, or similar debris.
