Description
The City of Albuquerque Department of Health, Housing & Homelessness is soliciting proposals from eligible nonprofit organizations and governmental entities to develop, own, operate, and provide supportive services for an affordable rental housing project serving HOME-ARP qualifying populations, including people experiencing homelessness, those at risk of homelessness, survivors fleeing domestic violence or human trafficking, and other households with housing instability. The project may involve new construction or acquisition and rehabilitation and should propose approximately 40–100 units on approximately 1.72 acres of City-owned vacant land. Modular or prefabricated construction is encouraged through preference points, while traditional multifamily or permanent supportive housing approaches may also be proposed. Up to $6,611,427 in HOME-ARP funding is available, including designated amounts for affordable housing development, supportive services, nonprofit operating support, and nonprofit capacity building. Proposals must demonstrate development and operating capacity, financing feasibility, compliance with HOME-ARP and related federal requirements, affordability and income/rent restrictions, community engagement, and alignment with applicable planning priorities. Required proposal components include the Rental Development Application and specified appendices, the Multifamily Underwriting Template, Project Scoring Matrix, CHDO/AHDO Application, and supporting documentation as applicable.
