Description
The City of Albuquerque is seeking one qualified municipal advisory firm to serve in a fiduciary capacity for the City's bond credits and broader debt program. Services include debt management, financing strategy, bond issuance and closing support, short-term financing and commercial paper advice, investment and arbitrage support, continuing disclosure, credit-rating assistance, capital financing planning, and attendance at Debt Committee and other City meetings. The scope covers general obligation and revenue bonds, refundings, direct placements, New Mexico Finance Authority financing, federal subsidy and tax-credit bond programs, and contingent derivative advisory services. The selected firm must be registered as a municipal advisor with the U.S. Securities and Exchange Commission and the Municipal Securities Rulemaking Board, maintain required qualifications, and provide a technical proposal and separately submitted cost proposal. The cost proposal must use the City's Appendix A workbook and include transaction fees, an annual fee for other services, and capped out-of-pocket expenses. The anticipated contract term is five years with three possible one-year extensions.
