Description
Bernalillo County is soliciting proposals to establish a multi-contractor pool for on-demand preconstruction and construction services across County facilities. The scope may include renovation, repair, demolition, new construction, cost estimating, quantity takeoffs, scheduling, value analysis, constructability reviews, site investigations, early procurement planning, and coordination with County staff, design professionals, subcontractors, suppliers, and regulatory agencies. Contractors must furnish the labor, materials, equipment, supervision, and project management needed for assigned work. Individual projects may be issued through project-specific Job Orders, with a maximum Job Order amount of $6,999,999 and no guaranteed number or value of projects. The initial agreement will run for two years, with two additional two-year renewal periods by mutual written agreement, for a potential six-year total term. The County anticipates multiple awards. A GB-98 General Building Contractor license in good standing with the New Mexico Construction Industries Division is required. Individual Job Orders of $25,000 or more require separate 100% performance and labor-and-material payment bonds; no bid or proposal bond is required with the initial response. The technical proposal is limited to 40 printed-sheet faces, with a four-page limit for the health and safety program summary. Required submission materials include a Technical Proposal, Proposal Forms, and a Statement of Qualifications for General Contractors, submitted as searchable PDF files through the County's eProcurement portal.
