Description
The City of Vallejo is soliciting bids from qualified and licensed contractors to provide a complete turnkey rooftop solar photovoltaic system at 225 Amador Street. The scope includes site assessment; engineering and design; permits and regulatory approvals; utility interconnection coordination; furnishing and installing photovoltaic modules, mounting systems, inverters, disconnects, combiner boxes, electrical protection devices, conduit, wiring, grounding, monitoring and communications equipment, labeling, and signage; testing and commissioning; final inspections and utility approval; operator training; and delivery of operation and maintenance manuals, as-built drawings, equipment specifications, cut sheets, warranty documentation, and monitoring instructions. The system must provide between 10 kW DC and 15 kW DC of generating capacity. The project is a public works installation requiring California C-46 Solar Contractor and C-10 Electrical Contractor licenses, California Department of Industrial Relations registration for the contractor and subcontractors, prevailing-wage compliance, and a minimum of five years of commercial solar PV installation experience. Bidders must provide three similar client references from the past five years and demonstrate completion of at least two California public works projects, each with an original contract price of at least $200,000, within the past five years. The proposal must include the specified proposal and bid forms, a 10% bid security, contractor qualifications, non-collusion and nondiscrimination documents, and subcontractor designations. The selected contractor must provide 100% faithful-performance and payment bonds, required insurance, and a minimum 50% self-performance share. The contract is awarded on a lump-sum, lowest-responsible-bidder basis; an anticipated contract effective date is October 2026, and work begins within 10 business days after receipt of the Notice to Proceed.
