Description
The Delaware Department of Transportation is seeking up to two consultants for a three-year open-end agreement, with two possible one-year extensions, to support its NPDES Section with engineering design for stormwater and water quality projects. Potential work includes stream and outfall restorations, standard and innovative stormwater best management practices, BMP retrofits and maintenance, watershed project planning, project identification and scoping, conceptual designs, cost estimates, environmental compliance documentation, surveys, construction and right-of-way plans, landscaping design, utility coordination, construction specifications, project management, construction consultation, and shop-drawing review. Firms must demonstrate experience with stream restoration, stormwater BMP design, watershed prioritization, Delaware stormwater and MS4/TMDL requirements, DelDOT standards and specifications, and DelDOT CADD standards. Plans must be produced electronically using MicroStation and InRoads or an approved equal. The agreement is state funded and uses a cost-plus-fixed-fee payment method; individual agreement value cannot exceed $2,000,000, with no guarantee of actual value. Proposals require an original and a redacted PDF, the GSA SF330 Architect-Engineer Qualifications form with DelDOT-specific instructions, and completed Appendix A certification forms.
