Description
The Delaware Department of Natural Resources and Environmental Control is seeking professional services for a subscription-based residential curbside food waste collection pilot. The contractor will manage planning through implementation, identify and recruit target communities, register subscribers, provide outreach and education, furnish collection containers and all required labor, equipment, vehicles, fuel, and supplies, and collect food waste from residences. The contractor must transport collected material to a permitted or licensed composting facility, ensure that food waste is not landfilled during the pilot, provide service at least once every two weeks with weekly pickup contemplated, clean up spills, address contamination, notify subscribers of schedule changes, and maintain collection records. The contractor will provide monthly metrics on participants, quantities collected, and destination facilities. Proposals must include the proposed service area, recruitment and registration methods, and per-pickup pricing. Collection must begin no later than July 1, 2027, and the pilot may be funded through September 30, 2029.
