Description
The State of Delaware, Department of Health and Social Services, Division of Public Health is seeking a contractor to operate the Delaware Quitline continuously, 24 hours per day and seven days per week, for Delaware residents age 13 and older. Services include telephone cessation counseling, triage based on readiness to quit, referral to trained local health-care professionals for face-to-face counseling, online and digital cessation support, multilingual assistance, TTY access, fax and electronic referrals, and coordination with culturally and linguistically appropriate federal resources. The contractor must recruit, train, schedule, and maintain a face-to-face counselor network; provide all seven FDA-approved cessation aids, including prescription medications and nicotine-replacement therapy for eligible participants; conduct participant follow-up and seven-month quit-rate evaluation; maintain required intake and participant data; and provide weekly, monthly, quarterly, annual, and summary reports. The proposal must address qualifications, methodology, scope-of-work responses, staffing and training capability, costs, and the required vendor forms and business references. The contract is for one year with four optional one-year extensions.
