Description
The California Department of Parks and Recreation is soliciting two Call When Needed agreements for Type 3, high-skid, four-passenger, turbine-powered helicopters with pilots, fuel, fuel-service trucks, and maintenance support. Aircraft must be one of the specified Bell or Airbus models and must support long-line external-load operations, reconnaissance, special operations, officer safety, critical incidents, and natural disasters for the Cannabis Watershed Protection Program. Contractors must maintain an eligible base of operations in one of nine specified California counties and satisfy detailed aircraft, pilot, maintenance, communications, fuel-service, licensing, security-clearance, and operational requirements. The initial service period is three years, with two additional one-year option periods at the State's discretion. Bidders must submit a single PDF containing the required bid forms, service-contract pricing, operational cost exercise, certifications, and disclosures. The State expects to award primary and secondary agreements to the two lowest responsible bidders; work will be offered first to the primary contractor and then to the secondary contractor if the primary is unavailable.
