Description
The Department of the Interior is soliciting proposals from small-business concerns for fully contractor-operated and maintained on-call Type III helicopter services in the contiguous United States. The scope includes at least one compliant light helicopter, pilots, mechanics, fuel, fuel-servicing equipment and vehicles where required, and associated operational support. Missions may include natural-resource operations, wildland-fire suppression and monitoring, prescribed fire and aerial ignition, rehabilitation seeding, search and rescue, limited law-enforcement surveillance, cargo and personnel transport, and other administrative activities. Aircraft must meet detailed requirements for seating, payload, turbine-engine power, avionics, safety equipment, maintenance, certifications, pilot qualifications, and operational readiness. The Government anticipates awarding multiple indefinite-delivery/indefinite-quantity contracts with five annual ordering periods, using task orders for specific missions. Offerors must submit pricing for daily availability and flight services, technical aircraft information, certifications and operating specifications, aircraft documentation, and recent relevant past-performance information.
