Description
The United States Transportation Command, on behalf of the Defense POW/MIA Accounting Agency, is soliciting rotary-wing aviation support for up to three remote recovery missions per year anywhere in Papua New Guinea. Missions may last 14 to 90 days and require the contractor to provide personnel, helicopters, equipment, supplies, mission planning, logistics, fuel coordination, passenger and cargo transport, sling-load capability, and emergency medical evacuation support. The contractor must be capable of providing one, two, or three helicopters simultaneously, with aircraft meeting specified passenger, payload, service-ceiling, communications, safety, and engine requirements. The requirement includes commercial air-carrier certifications, DoD Commercial Airlift Review Board approval, an Air Operator Certificate or qualifying CASA PNG documentation, qualified pilots, cybersecurity compliance including CMMC Level 2 self-certification, and required insurance. Proposals must acknowledge Amendments 0001 and 0002, and the updated solicitation requires submission of the completed business compliance checklist and associated eligibility, technical capability, aircraft, pricing, past-performance, and offeror-information materials identified in the solicitation package. The contract is structured as a 12-month base period, four 12-month option periods, and one six-month extension option.
