Description
Pinellas County Utilities is seeking a contractor to provide utility locate services for its water, sewer, reclaimed-water, and related utility assets. The scope includes receiving and screening locate tickets, reviewing electronic and hard-copy utility records, determining conflicts with County assets and facility boundaries, responding through the applicable ticket-management and positive-response systems, and physically locating utilities outside fenced County facilities. Emergency, short-notice, weekend, and holiday tickets require immediate handling, while regular tickets must be completed within the applicable ticket timeframe. The contractor must provide experienced staff and locating equipment, including ground-penetrating radar, pipe and cable locators, and metal detectors. Additional authorized services may include vacuum excavation and surveying. The agreement is for an initial 36-month period with two additional 12-month extension periods. Pricing will be submitted by unit cost for ticket management and physical locating, with separate hourly pricing for traffic-control crews, a vacuum truck, and ground-penetrating radar. Respondents must demonstrate at least three similar contracts completed within the past seven years and provide four professional references prior to award.
