Description
The United Nations Development Programme is seeking a national Human Resources/Organizational Development Expert to support the Bureau for Regional Development in reviewing its functional analysis, institutional documentation, organizational structure, staffing arrangements, and applicable legislation, then preparing two interconnected institutional documents: a Rulebook on Internal Organization and a Rulebook on Job Systematization. The work includes defining organizational units, functions, reporting relationships, job positions, classifications, responsibilities, qualification requirements, competencies, and job descriptions. The consultant will conduct stakeholder consultations with Bureau management, designated staff, and UNDP representatives; prepare draft and final versions of both rulebooks; present the final documents; and provide limited technical clarification during the institutional review and adoption process. The assignment is estimated at up to 40 working days, with deliverables scheduled from October 20 through December 20, 2026. The consultant must have a bachelor's degree or higher in a relevant field, at least five years of relevant practical experience, at least two similar completed assignments, public-sector advisory or capacity-building experience, and excellent Macedonian-language proficiency. The proposal uses a two-envelope process, with technical and financial submissions handled separately in the supplier portal.
