Description
The North Carolina Department of Adult Correction is soliciting consulting services to assess spans of control and management layers across administrative and support functions, including human resources, administration, organizational performance, general counsel, communications, operations, and divisional and regional administrative staff. The engagement excludes custody posts, community supervision caseload positions, direct clinical staff, educators, and Correction Enterprises production staff. The required Phase I work includes establishing a baseline of teams, units, positions, costs, spans of control, and organizational layers; developing two or three structural options for each function; recommending a preferred future-state structure; and preparing and beginning implementation of a sequenced change plan. Deliverables include costed structural options, implementation risks and mitigations, position-action lists, communications materials, playbooks, and support for completing the first wave of changes. The agency also requests separately priced optional Phase II implementation support. The anticipated Phase I effort is approximately 20 weeks, with work performed primarily at headquarters and remotely as agreed.
