Description
The County of San Diego is soliciting proposals for countywide mobile drug screening services for the Health and Human Services Agency's Child and Family Well-Being program. Required services include 11-panel oral-fluid, urine, and follicle testing; same-sex or client-identified observation for urine collections; chain-of-custody procedures; forensic laboratory analysis; secure web-based results management; documented no-show services; and reporting. Results must be provided within three business days of collection, and on-demand referrals require a two- to four-hour response. Collections must accommodate privacy, dignity, gender-affirming practices, ADA accessibility, and secure private areas. The contractor must address linguistic and cultural needs, identity verification, program monitoring, implementation, training, data conversion, and reporting. Addendum 2 requires all offerors to complete the Information Technology Requirements Questionnaire and Data Security Checklist. The proposed solution must address U.S.-based support and data processing, encryption, access controls, audit logging, accessibility, mobile-device support, availability and performance targets, disaster recovery, privacy protections, and extensive artificial-intelligence governance and security requirements. The contract has an initial one-year term and four one-year option periods, with additional one-to-six-month incremental options available.
