Description
The City of San Diego is seeking a consultant to conduct a comprehensive cost-of-service study for Parks and Recreation Department user fees and permits. The work includes reviewing more than 220 fees at the individual-fee level; analyzing direct, departmental, and citywide indirect costs; determining cost-recovery levels; evaluating the fairness and legality of fee allocations; and comparing fees with specified municipalities, counties, organizations, and other City departments. The consultant must evaluate existing and potential fee structures, including nonresident fees, low-income discounts, on-demand pricing, large-scale event fees, plaza event spaces, vessel impound and towing fees, dog park use fees, aquatics facility room rentals, specialty experiences, and paid parking at the Mission Bay Sunrunner lot. Deliverables include a written summary report, detailed technical report, editable spreadsheets with methodology and formulas, a draft fee schedule, implementation recommendations, staff training, and presentations to the Parks and Recreation Board and City Council. The contract term is one year with a possible one-year extension, and the completed study is required no later than June 2027.
