Description
The City of San Diego is soliciting a lump-sum design-bid-build construction contract for Bid Package A of the Alvarado Trunk Sewer Phase IV and Water Main Relocations project. The work includes approximately 5,216 linear feet of new sewer pipe; groundwater dewatering and discharge; bypass pumping; lateral reconnections; trenchless jacking and receiving pits; microtunneling; temporary access and staging areas; traffic control; revegetation; repaving; signal-loop replacement; curb-ramp installation; and related restoration. The water-main scope includes replacement of approximately 5,886 linear feet of existing 6-, 8-, 12-, and 16-inch asbestos-cement water mains with new 8-, 12-, and 16-inch mains and associated fire hydrants, blowoffs, air valves, water services, resurfacing, curb ramps, traffic control, and striping. The estimated construction cost is $35,100,000. The project requires an A contractor license, contractor prequalification, a mandatory pre-bid meeting, a 10% bid bond, 100% payment and performance bonds, prevailing wages, federal and state disadvantaged-business good-faith-effort documentation, a project labor agreement, self-performance of at least 50% of the base bid, and environmental, archaeological, biological, paleontological, and water-quality compliance. The contract time is 550 working days, followed by a 120-day plant-establishment period and a 25-month long-term revegetation maintenance and monitoring period.
