Description
The County seeks proposals for comprehensive CalWORKs Employment and Supportive Services, with up to four contracts anticipated—one per geographic region. Required services include employment case management, orientation and appraisal, employment-plan development, job placement, supportive services payments, Stage 1 child care administration, transportation and ancillary assistance, learning-disability screening and consulting, housing support, family stabilization, wraparound intensive case management, expanded subsidized employment, expanded work experience, and participant sanctions assistance. Contractors must also provide Refugee Employment Services, including employment assistance, English-language training, case management, translation and interpretation, social adjustment, supportive services, and refugee housing support. Direct services must be performed onsite, although certain administrative and non-direct services may be performed offsite with County approval. The contract is cost-reimbursement plus a fixed administrative fee, with performance-based payment components tied to six outcome objectives. Proposals must address program design, implementation, staffing, organizational experience, references, subcontractors, cultural and linguistic diversity, quality assurance, data security, facilities, pricing, financial capacity, and acceptance of the County’s terms and insurance requirements.
