Description
The County of San Diego, through its Department of Self-Sufficiency Services, is seeking proposals for CalWORKs Employment and Supportive Services and Refugee Employment Services for the East region. The contractor will provide employment case management, orientation and appraisal, employment-services plan development, activity assignment, job placement, transportation, child care, ancillary expenses, housing support, family stabilization, wrap-around intensive case management, and learning disability screening, reporting, and consulting. Refugee Employment Services will include employment assistance, English-language training, case management, supportive services, social adjustment, translation and interpretation, job placement and retention, and refugee housing support. Direct services must be performed onsite; administrative and other non-direct services may be performed offsite with County approval. The County intends to award up to four contracts, one per region, and offerors may submit one proposal per lot. The anticipated contract maximum for all awards and all years is between $213,750,000 and $237,500,000, split among the four lots and resulting contracts. The contract is anticipated to have a one-year base period and four one-year options. Offerors must submit a Small-Local Business Utilization Plan demonstrating at least 3% participation, a good-faith effort, or an exemption. Proposals are due October 2, 2026, at 3:00 p.m.
