The Federal Bureau of Prisons seeks a single provider to furnish and operate Residential Reentry Center (RRC) services for male and female federal offenders within Houston city limits, with an estimated maximum of 100 beds per performance period—90 for males and 10 for females—and Home Confinement services for up to 100 combined male and female placements. Home Confinement residences must be within a 150-mile radius of the RRC facility. The contractor must provide all personnel, management, equipment, supplies, facility operations, programming, case management, employment assistance, transportation support, food and medical coordination, security and accountability, electronic monitoring, drug and alcohol testing, records, reporting, and related services required by the March 2022 Residential Reentry Center Statement of Work. The contract is expected to cover a one-year base period plus four one-year option periods, with firm-fixed unit prices and indefinite-delivery, indefinite-quantity ordering. The contractor must perform at least 70% of contract requirements with its own employees and may not subcontract more than 30%.
