Description
The City of Houston is seeking a concessionaire to install, operate, maintain, and manage 14 ATM locations: eight at George Bush Intercontinental Airport, four at William P. Hobby Airport, one at the Consolidated Rental Car Facility, and one at the City Hall Annex. The contract has a maximum five-year term and uses a percentage-of-gross-revenue concession model, with the selected contractor proposing the fee paid to the City. ATM transaction fees may not exceed $4.00 per transaction. Required services include support for national and regional card networks; Visa, Mastercard, Discover, and American Express; PCI DSS v4.0.1 and EMV Level 1 and 2 compliance; bilingual English/Spanish interfaces; transaction processing and settlement; monthly reporting; a 95% uptime service level; current-model, non-refurbished equipment; ADA accessibility; integrated alarms and surveillance cameras; 24/7 customer support; and four-hour response for service calls and cash replenishment. Optional cash-to-card kiosks must convert cash into prepaid Visa or Mastercard accounts and include counterfeit detection, immediate activation and loading, receipt options, ADA accessibility, multilingual support, 99.9% uptime, and a two-hour onsite response for machine-down failures during peak airport hours.
