Description
The City of Houston is seeking qualifications from financial institutions that are approved participants in the Promontory CDARS Network to serve as relationship banks. Selected bank(s) will place and manage City funds in certificates of deposit issued by participating network banks, maintain applicable FDIC insurance coverage, provide competitive and negotiable CDARS rates, and support the City's safety, liquidity, return, legal-compliance, and community-development objectives. Banks must maintain a physical presence in Houston, conduct qualifying U.S. banking operations, be FDIC members, and be active CDARS Network participants. Responses must address the firm's CDARS experience, program capabilities, investment and risk-management strategies, FDIC safeguards, performance reporting, comparable clients, proposed personnel, rates for specified investment amounts and maturities, account-establishment procedures, sample agreements and reports, fee-free service, restrictions during the prior two years, and FDIC-claim administration. The City may award one or more contracts. The resulting agreement remains effective until either party provides 30 days' written notice of termination.
