Description
The City seeks a contractor to support its drug-free workplace program for approximately 2,700 employees, including about 200 commercial driver’s license holders. Services include SCORM-compliant online employee awareness training, DOT-covered employee and supervisor training, and drug and alcohol testing for random, reasonable-suspicion, post-accident, follow-up, and return-to-duty situations. The contractor must provide centrally located collection sites supporting 24/7 testing, certified laboratory services, a qualified Medical Review Officer, and a qualified Substance Abuse Professional. The contractor will also provide case-management and follow-up services, quarterly utilization and status reports, DOT testing data, and customized analysis as needed. The scope includes coordination with the City’s learning management system and compliance with applicable DOT and FMCSA requirements. The period begins January 1, 2027, with four one-year renewal options.
