Description
Kern County Behavioral Health and Recovery Services seeks qualified, licensed providers to deliver residential treatment and/or residential support services to adults and older adults with severe and persistent mental illness, including clients who may have co-occurring substance use disorders and complex needs such as conservatorship, justice involvement, homelessness, or prior hospitalization. Proposed settings may include adult residential facilities, residential care facilities for the elderly, social rehabilitation programs, and secure mental health rehabilitation centers. Services include supervised housing, behavioral health treatment and support, medication education and management, counseling, substance-use recovery support, life-skills development, transportation to appointments for specified clients, and assistance transitioning to less restrictive community settings. Providers must identify the populations and facility types they will serve, bed capacity, and facility locations; services may be provided outside Kern County, though facilities within the Greater Bakersfield area are preferred. The RFP estimates spending of approximately $10.8 million per fiscal year, with final allocations negotiated and potentially awarded to multiple providers. The stated service start date is July 1, 2027.
