Description
Pikes Peak Library District is seeking indications of interest and proposed financing structures from qualified banks and lenders for a tax-exempt lease-purchase agreement, subject to annual appropriations. The financing would support an energy performance project involving facility controls, lighting, water conservation, and chiller replacements. Two scopes are offered: Option A has a financing need of $4,745,378, and Option B has a financing need of $5,101,732. The District expects to contribute capital funds and anticipates utility rebates under either option. The District desires a 19-year term, semiannual payments sculpted to match project cash flows, and a closing before the end of December 2026. Proposals will be evaluated on financing terms and flexibility, total financing cost and fees, lender qualifications and public-sector financing experience, and ability to meet the anticipated closing schedule. The District retains sole authority over selection and approval of any financing agreement.
